Microsoft 365 migration cost comes from five buckets. Microsoft licenses, migration tools, admin time, rebuild work and late surprises all add up. Learn what Microsoft charges, what tools cost per account and which fees show up after the quote, then follow 6 steps to build your own estimate.
Finance asks one question before a tenant move: how much will it cost? Most quotes answer with one big number and no detail.
I build these estimates on almost every migration project. This guide breaks Microsoft 365 migration cost into parts you can check, using Microsoft's own pages and the prices RecoveryTools publishes.
What Makes up Microsoft 365 Migration Cost?
Five buckets cover almost every bill. Some are fixed by Microsoft. Others depend on your tenant and the route you choose.
| Bucket | What you pay for | Who sets the price |
|---|---|---|
| Microsoft licenses | Cross-tenant user data migration license, new tenant plans | Microsoft |
| Migration tools | Software to copy mailboxes, OneDrive, SharePoint and Teams | Tool vendor |
| Admin time | Planning, mapping, pilots and cutover work | Your team or a partner |
| Rebuild work | Items no route carries, like signatures and flows | Your team or a partner |
| Late surprises | Storage, holds, retries and user support | Your tenant |
What does Microsoft Charge for Cross-Tenant Migration?
Microsoft's page on cross-tenant mailbox migration says every migrated user needs a Cross-Tenant User Data Migration license. It is a per-user, one-time fee. You can assign it to the source user or the target user, and it also covers OneDrive migration.
Microsoft sells it as an add-on to plans like Microsoft 365 Business Basic, Standard and Premium, F1, F3, E3 and E5. The page says to buy or verify the licenses before you start, because migrations fail without them and Microsoft offers no exceptions.
That page does not list a price, so ask your Microsoft licensing partner for the current figure. Also remember that source and target users both need the right Exchange Online subscriptions.
Microsoft also offers the SharePoint Migration Tool for free. Its introduction page covers on-premises sources like SharePoint Server and file shares and does not address tenant-to-tenant moves.
What do Migration Tools Cost per Account?
Third-party tools price by account, site or user. RecoveryTools publishes pack prices for OneDrive Migrator, which makes the per-account math easy.
| Pack | Accounts | Price | Per account |
|---|---|---|---|
| Starter | 10 | $99 | $9.90 |
| Team | 50 | $349 | $6.98 |
| Business | 100 | $599 | $5.99 |
| Enterprise | 250 | $999 | About $4.00 |
Per-account figures are my own division of the pack price. The cost per account falls as the pack grows, so size the pack to your real user count. For larger counts, check the pricing page.
How do You Estimate Microsoft 365 Migration Cost?
This is the order I use before I send any number to finance.
- Count users and workloads. List mailboxes, OneDrive accounts, SharePoint sites and Teams. Every workload has its own route and price.
- Add the Microsoft license. Multiply your migrating users by the current Cross-Tenant User Data Migration price from your licensing partner.
- Price the tools. Match accounts and sites to pack sizes and check what the free trial covers.
- List the rebuild items. Microsoft says signatures, labels, Microsoft 365 Groups and Teams meeting URLs are not migrated for mailboxes, so someone must recreate them.
- Estimate admin time. Count hours for mapping, a pilot, a delta pass and cutover support.
- Add a buffer. Reserve budget for retries, extra storage and user support in week one.
For the planning side, read Microsoft 365 migration planning checklist. For time, read how long does a SharePoint migration take.
Which Microsoft 365 Migration Costs Show up Late?
Microsoft's mailbox page lists several items that become cost after the quote. Mailboxes that exceed the target tenant's quota fail, so extra storage may be needed first. Mailboxes on any hold are blocked from moving. Users must rebuild their Outlook profiles on day 1, and you should plan network capacity for OST and OAB downloads.
Source mailboxes are deleted after migration, so eDiscovery must happen in the target tenant. Batches should stay at 2,000 mailboxes or fewer and go in about two weeks before cutover. Every one of these costs time, and time is the bucket most quotes undercount.
What Costs do Migration Tools Not Remove?
A tool lowers copy time. It does not remove the Microsoft license fee or the rebuild work.
RecoveryTools OneDrive Migrator copies OneDrive for Business between tenants and within the same organization. It keeps original dates, hash checks every file and never overwrites existing files. It leaves behind sharing links, Personal Vault, OneNote notebooks, the recycle bin, retention and legal holds, sync app settings and guests, so budget time for those.
RecoveryTools SharePoint Migrator moves permission levels, groups, version history and navigation. It leaves behind workflows and flows. For a site-level view, read SharePoint migration cost. For Teams, read how to migrate Microsoft Teams to another tenant.
Price Your OneDrive Move Before You Start
RecoveryTools OneDrive Migrator copies OneDrive for Business between tenants or inside one organization. Packs start at $99 for 10 accounts. Test one account first, then choose the pack that fits your count.
No credit card, no sign-up. Works on Windows 11, 10 and Windows Server.
For the OneDrive side of the plan, read how to migrate OneDrive from one tenant to another.
What are the Best Practices to Control Microsoft 365 Migration Cost?
- Buy licenses first. Microsoft says migrations fail without them.
- Size packs to real counts. Do not count disabled or unused accounts.
- Clean before you copy. Less data means less time and less storage.
- Pilot one workload. A small test shows hidden work early.
- Quote in buckets. Ask every vendor to split licenses, tools, time and rebuild work.
Which Mistakes Inflate Microsoft 365 Migration Cost?
Four come up often. First, forgetting the Microsoft license and finding out when the batch fails. Second, comparing tool prices and ignoring rebuild work. Third, buying a pack by guess instead of by count. Fourth, skipping a pilot and paying for a second cutover.
My Verdict on Microsoft 365 Migration Cost
The tool is rarely the biggest line. The Microsoft license, admin time and rebuild work usually move the total more.
Split the quote into buckets, check every one against Microsoft's pages and pilot before you commit. Then the number you give finance holds.
