OneDrive Cross Tenant Migration License

Summary

A OneDrive cross tenant migration license is a per user add-on called Cross Tenant User Data Migration. Microsoft says the native move fails without it and makes no exceptions. It is a one-time fee per migration, assigned to the source or target user. Microsoft's own pages disagree on who can buy it, so confirm before you plan.

Does a OneDrive cross tenant migration license exist?

Yes, and it is the first thing that stops a project. Microsoft's native move needs a separate license that is not part of any standard Microsoft 365 plan.

The OneDrive cross tenant migration license is an add-on called Cross Tenant User Data Migration. Microsoft's own warning is blunt: migrations fail if you have not bought it, and Microsoft does not offer exceptions. So the money question comes before the technical one.

Most teams find this out late. They build the identity mapping, set up trust between the tenants and then hit the license step. This guide puts it at the start, where it belongs. The full move is covered in how to migrate OneDrive from one tenant to another.

A license is a cheap thing to buy and an expensive thing to discover on cutover weekend. Ask about it in the first meeting, not the fifth.

What does the Cross Tenant User Data Migration license cover?

One license per user, for one migration. This table sums up what Microsoft's pages say.

QuestionWhat Microsoft says
What is it called?Cross Tenant User Data Migration
How is it billed?A one-time fee per migration, not a subscription
Who gets the license?Every user whose data moves, on either the source or the target user object
What does it cover?Cross tenant OneDrive migration and cross tenant mailbox migration
What if you skip it?The migration fails, with no exceptions
What does it cost? Not published on the Learn pages, so ask your account team or reseller

Because one license covers both OneDrive and mailbox moves, a user who is moving both pays once, not twice. That matters when you plan the budget for a merger.

Who can buy the OneDrive cross tenant migration license?

It depends which Microsoft page you read, and they do not agree.

The cross tenant OneDrive migration page says the add-on is available for Enterprise Agreement customers. It lists the plans it attaches to, including Business Basic, Standard and Premium, the F1, F3, E3 and E5 plans, Exchange Online, SharePoint in Microsoft 365 and OneDrive for Business. Then it tells you to contact your Microsoft account team.

The newer migration orchestrator page lists a wider group. It says the same per user, one-time license is available for Enterprise Agreement, CSP, web direct, small business and education customers. Community answers on Microsoft Q&A also report that smaller tenants can now buy it, but they are not official statements.

So the honest answer is to check your own agreement. If you buy through a reseller or direct from Microsoft, ask for the Cross Tenant User Data Migration SKU by name and get the price in writing. If your agreement type is not covered, you will learn that now and not on the day of the move.

What else does Microsoft require before the move?

The OneDrive cross tenant migration license is the first gate, not the only one. Microsoft's native route also needs these in place.

Every user needs an account in the target tenant first, with a license that includes OneDrive. No OneDrive site may exist for that user in the target before or during the move, so restrict site creation there. The source OneDrive must be Read/Write, and the source tenant must not use Customer Key encryption. Government cloud and consumer accounts are not supported.

Then come the hard limits. An account over 5 TB or 1 million items fails. A full path longer than 400 characters is flagged. An apostrophe in a user name or address triggers an invalid character error. An account under a legal hold is blocked until the hold is removed. Up to 4,000 accounts can be scheduled at a time, and the move happens once, with no delta pass.

Those limits also shape the budget. If your estate has a few oversized drives, you may pay the license and still need a second route for them. The wider picture of where Microsoft's free tools stop is in SharePoint Migration Tool limitations you hit in week one.

Which options change the license question?

Four routes exist, and they answer it differently.

OptionLicense requirementWatch for
Native cross tenant moveCross Tenant User Data Migration add-on, per userPowerShell only, one pass and the size and path limits
Migration orchestratorThe same add-on, per userNeeds identity mapping and also moves mailboxes and Teams chats
Microsoft FastTrack serviceThe cross tenant SKU, by invitation150 license minimum, and speed is not guaranteed
Migration softwareNo Microsoft add-on, but the software has its own licenseTenant settings and sharing links still need setup afterwards

Software changes the OneDrive cross tenant migration license question, but it is not a free route. You pay the software vendor instead of Microsoft, so compare the two totals. For a wider look at what drives the bill, see SharePoint migration cost.

Move OneDrive accounts without a Microsoft add-on

RecoveryTools OneDrive Migrator copies OneDrive for Business accounts between two Microsoft 365 organizations with versions and original dates. It is licensed by the account pack, from 10 accounts, with no renewal and delta passes included.

No credit card, no sign-up. Works on Windows 11, 10 and Windows Server 2022.

How do you decide between the native move and software?

Ask four questions, in this order.

Do you need a second pass? The native move happens once, so files edited after the start are not caught. A software copy can be repeated before cutover. Do any drives break the limits? One account above 5 TB, or a deep folder tree, needs another route anyway. Do you also move mailboxes? If so, the single add-on license already covers both and the native route gets cheaper per user. Can you wait? Microsoft does not guarantee speed on the FastTrack service, and a short window favors a tool you control.

If the answers point to the native route, buy the license and follow Microsoft's steps. If they point to software, you skip the add-on and plan the account pack instead. Either way the rest of the sequence, from user mapping to final checks, follows the Microsoft 365 migration planning checklist.

How do you check the license before you start?

Do this in week one, before any trust or mapping work.

  1. Count the users. List every account whose OneDrive moves, and note which also move a mailbox.
  2. Confirm your agreement type. Ask your Microsoft account team or reseller whether the add-on is sold to you.
  3. Request the SKU by name. Ask for Cross Tenant User Data Migration and get the price per user in writing.
  4. Decide where it is assigned. Choose the source or the target user object and apply it the same way for everyone.
  5. Buy before you plan the dates. Microsoft says migrations fail without it, so treat purchase as a gate.
  6. Assign and confirm. Check in the admin center that every moving user shows the license.
  7. Compare the software route. Price an account pack for the same user count and compare totals.
  8. Record the decision. Write down which route you chose and why, so the project owner can approve it.

Frequently asked questions

Do you need a license for OneDrive cross tenant migration?

For Microsoft's native move, yes. You need the Cross Tenant User Data Migration add-on for every user whose OneDrive moves. Microsoft says the migration fails without it and makes no exceptions. Migration software works differently and does not need that add-on.

How much does the Cross Tenant User Data Migration license cost?

Microsoft does not publish a price on its Learn pages. It is a one-time fee per user per migration, quoted through your account team or reseller. Ask for the price in writing before you plan the budget.

Is the OneDrive migration license only for Enterprise Agreement customers?

Microsoft's OneDrive page says it is for Enterprise Agreement customers. The migration orchestrator page lists EA, CSP, web direct, small business and education customers. The pages disagree, so confirm eligibility for your own agreement.

Does one license cover both OneDrive and mailboxes?

Yes. Microsoft says the same per user license also covers cross tenant mailbox migration. A user moving both a mailbox and a OneDrive needs one license, assigned to either the source or the target user.

Can you migrate OneDrive between tenants without the add-on?

Yes, with migration software that copies files through Microsoft's own interfaces. You pay the software vendor instead. RecoveryTools OneDrive Migrator is licensed by account pack, with no renewal, and it keeps versions and dates.

Where is the license assigned, source or target?

Microsoft allows either. Choose one and apply it the same way to every user so the check is simple. Buy and assign it before the migration starts, because a missing license stops the move.

Where to start this week

Send one email to your Microsoft account team or reseller asking for the Cross Tenant User Data Migration SKU and its price per user.

That single reply tells you whether the native route is open to you and what it costs. Put it next to the account pack price and the decision is a short conversation. A OneDrive cross tenant migration license is easy to buy early and painful to chase late.
